
Circles of Peace is a national leader in Domestic Violence intervention through a
Restorative Justice (RJ) Circles model. This approach is recognized as the first of its
kind in the nation to apply restorative justice principles specifically to domestic violence
treatment and accountability.
This model has been the subject of academic study by New York University and has
since been replicated in multiple states due to its effectiveness in promoting safety,
accountability, and meaningful behavioral change.
Unlike traditional models, our Restorative Justice approach centers survivor safety at all
times, allows victim participation on a strictly voluntary basis, includes community
members and trusted support people, requires direct accountability from the person who
caused harm, and focuses on long-term behavior change rather than compliance alone.
Adult Intensive Outpatient Program (IOP):
• 6–9 hours of substance abuse treatment per week
• Group counseling

• Moral Reconation Therapy (MRT) support sessions
• Relapse prevention and recovery planning
Youth Substance Abuse Program (Ages 13–18):
• Evidence-based substance abuse treatment
• MRT-informed interventions
• Individual counseling

• Accountability and skill development
• Driver License Substance Abuse Screening
• Court-ordered DUI screening
• Level I DUI treatment
• Level II DUI treatment
• Approved by courts and Arizona MVD / ADOT
Behavioral Empowerment Court (Mental Health Court Model):
Circles of Peace supports Behavioral Empowerment Court programming aligned with the
national Mental Health Court model, providing judicial oversight, treatment engagement,
case management, and coordinated accountability for individuals with mental health
needs.
Recovery Drug Court (National Drug Court Model):
Circles of Peace partners in Recovery Drug Court programming using the national Drug
Court model, following best practices promoted by the National Association of Drug
Court Professionals (NADCP). The program emphasizes judicial supervision, treatment
engagement, drug testing, incentives and sanctions, and coordinated recovery support.
