In 2004, Judge Mary Helen Maley Maynard (Santa Cruz County Justice Court), in collaboration with Dr. Linda Mills (New York University’s Center on Violence and Recovery), decided to develop a program that would meet the needs of underserved family violence victims in Santa Cruz County in a holistic, culturally sensitive manner.
Maley convened a diverse group of fifty community leaders from law enforcement, health, social services, and faith based communities to craft a program. The result was the establishment of Circles of Peace.
Since its inception, Circles of Peace has implemented a broad range of proven restorative justice strategies such as peacemaking talking circles, restorative community building, training, and trauma-informed care.
Utilizing restorative justice practices has allowed Circles of Peace to create systems that address community harms in the courtroom, in the classroom, within families, and in the community.
Our Court-Ordered Programs provide individuals with the opportunity to rebuild their lives through accountability, education, and healing. Circles of Peace offers state-approved domestic violence, DUI education, substance use, and anger management classes designed to help participants develop healthier coping skills and restore balance in their relationships and communities. Every session is grounded in trauma-informed and culturally responsive practices, ensuring dignity and respect throughout the process.
Prevention is at the heart of what we do. Through youth leadership development, family workshops, wellness events, and community education, our Prevention and Community Programs strengthen protective factors and build resilience. We partner with schools, local agencies, and families to create safe spaces where youth and adults can learn, connect, and grow. Together, we are building a culture of prevention and well-being across Santa Cruz County.
Our Pre-Trial Services program provides court-referred individuals with structured support as they navigate the justice system. Participants receive monitoring, case management, and connections to community-based resources that promote stability and accountability. By integrating restorative and person-centered approaches, we work to reduce recidivism, support personal growth, and promote long-term success beyond the courtroom.
